The Queensland Department of Communities appointed HMA to evaluate its Continence Management Strategy (the Strategy) and determine whether the Strategy had achieved its intended objectives, fulfilled client needs and achieved positive outcomes for clients. In particular HMA examined services delivered by: the State-wide Continence Advisory Service (CAS), 29 Regional CASs across the State, and the Continence Consumables Program.

In undertaking the evaluation HMA: developed a detailed evaluation framework, created electronic surveys that enabled consultations to occur with a broad range of stakeholders, undertook face to face consultations and case studies across the State, and documented the key findings in its final report.

The project commenced in April 2011 and was completed in August 2011.
