The Community Visitors Scheme (CVS) was established in 1992 by the Commonwealth government to provide friendship and companionship for people receiving government subsidised residential aged care. In 2013, funding was expanded to enable home visits to people receiving Home Care Packages (HCPs). Currently, the level of referrals from HCP service providers to Red Cross CVS is lower than expected in some areas.

The purpose of this project was to:

  • explore the barriers and enablers to HCP service providers referring people to Red Cross CVS for one-on-one home visiting services, and
  • develop communication materials, case studies and key messages that will support increasing referrals.

strategi CONSULTING was appointed to undertake the review of the CVS and appointed HMA to support conduct of the review, including surveys and consultations with key stakeholders.

The project was completed in June 2016.
