Nursing Scholarships Program Evaluation – Australian College of Nursing

ACN is an experienced manager and administrator of scholarships and trust funds. It is one of the biggest Commonwealth Government scholarship fund administrators in Australia. ACN administers three scholarships on behalf of the Australian Government Department of Health, including the:

  • Puggy Hunter Memorial Scholarship Scheme (PHMSS)
  • Nursing and Allied Health Scholarship Support Scheme (NAHSSS), and
  • Aged Care Nursing Scholarships (ACNS).

ACN engaged Healthcare Management Advisors (HMA) to conduct an evaluation of the PMHSS, NAHSSS and ACNS scholarship programs. The evaluation considered the appropriateness, effectiveness and efficiency of the three scholarship programs ACN administers.

Key tasks included:

  • development of an evaluation framework defining a program logic, evaluation areas and questions
  • development and pilot of a survey for each of the three scholarship recipients
  • facilitation of stakeholder consultations
  • a desktop review, including an analysis of scholarship recipient data
  • analysis of data from the three surveys
  • preparation of a Final Report.

The evaluation was completed in June 2021.
